Requirements of the Women and Family Specialist (CA)

FEDERAL REQUIREMENTS
(45 CFR Part 96 Substance Abuse Prevention and Treatment Block Grants)

SERVICES FOR WOMEN AND THEIR CHILDREN

States to ensure that treatment programs receiving funding from the Block Grant set aside for pregnant women and women with dependent children also provide or arrange for the following:

Primary medical care for women, including referral for prenatal care if pregnant, and while the women are receiving such services, childcare for their dependent children.
Primary pediatric care, including immunizations for their children.
Gender specific substance abuse treatment and other therapeutic interventions for women, which may address issues of relationships, sexual and physical abuse,
parenting, and childcare.
Therapeutic interventions for children in custody of women in treatment, which may, among other things, address their developmental needs, issues of sexual and physical abuse, and neglect.
Sufficient case management and transportation to ensure that women and their dependent children have access to the above mentioned services.
 
Additional Provider Requirements:
* Licensed for either residential or outpatient substance abuse treatment
* Accredited
* Treatment staff must have 15 semester hours of gender specific substance abuse training or 2080 hours of supervised gender specific substance abuse training.


Designated Women’s Programs Required Documentation:

Policy and procedure Agreement with medical clinic or physician. Documentation in client files of services.


Women’s Needs Checklist - 45 CFR 96.124

Federal requirements are contained in 45 CRF (Part 96) section 96.124 -

At a minimum, designated Women and Families treatment programs must provide or arrange the following services for pregnant women and women with dependent children:

Primary medical care for women who are receiving substance abuse services, including prenatal care, and while women are receiving such treatment, childcare;
Assessment of each child and their needs included either with the mother or separately. Child’s Needs Checklist
Primary pediatric care for children including immunizations;
Policies and procedures contain Schedule of gender specific didactics.
Gender specific substance abuse treatment and other therapeutic interventions for women that may address issues of relationships, sexual and physical abuse and parenting and childcare while women are receiving these services.
Policy and procedures contain an agreement with a childcare provider, when childcare is not available in-house at the provider.
Therapeutic interventions for children in custody of women in
treatment which may among other things, address their sexual and physical abuse and neglect;
Documentation of use in client’s file or elsewhere for this service. Policy and procedures reflect the provision of transportation services for women for all identified needs.
Internal case management services coordinated with the case management functions of the Women’s and Families Case Manager at the AAR. Documentation of use in client’s file or elsewhere for this service.
Sufficient case management and transportation services to ensure that women and their children have access to the services provided by 1-4.
Reflected in the Policy and Procedures as well as documented in client files or elsewhere.


Documentation in the client’s file of use or refusal of ancillary services.
Personnel files will reflect that direct service staff have training in women’s specific issues and substance abuse.
