Mission Statement
It is the mission of the NorthCare Coordinating Agency to provide resources to individuals seeking services for substance abuse prevention or treatment in their communities.
This will be achieved through developing and maintaining systems to assure the availability of comprehensive and quality services in the Upper Peninsula.

PHILOSOPHY
Chemical dependency is recognized as a primary, chronic, and progressive disease that can be successfully arrested with appropriate identification and treatment. The CDR’s role is to provide an objective and unbiased evaluation of whether a need exists for addiction services, and if so, to recommend appropriate placement into licensed substance abuse providers on the provider panel.
Since the CA and CDR are charged with the task of distributing scarce resources, funding is provided via a managed care system. The managed care system is based on equitable and appropriately distributed financial resources to clients within the region who have substance use disorders.
TARGET POPULATION
While this varies somewhat according to funding source and priority status, the target population is generally comprised of low-income residents with a substance abuse/dependence disorder residing in Alger, Chippewa, Delta, Luce, Mackinac, Marquette, Menominee, and Schoolcraft counties and Medicaid recipients in the fifteen counties of the Upper Peninsula.
