Summary for Consumers
An Independent Facilitator
assists a consumer with understanding and
moving through the person-centered planning process.

Who
is Eligible?
Consumers of developmental disability and mental health services have a right
to person-centered planning, as well as the right to choose a trained helper
called an independent facilitator. This service is not available to consumers
receiving short-term outpatient, medication only, or substance abuse services.
Is an Independent
Facilitator the Same as an Advocate?
No. An independent facilitator is neutral. He or she walks a consumer through
the process, but does not promote any particular viewpoint. Independent facilitators
receive special training so that they can help consumers understand their choices.

Can
a Family Member or Friend be my Independent Facilitator?
A family member or friend would find it difficult to serve as your independent
facilitator. People in these roles are usually “cheerleaders” and
supporters. Remember that an independent facilitator is trained to be a neutral
participant. The facilitator ensures that the concerns important to you are
part of your plan.
Can an Independent
Facilitator AND my Advocates Participate in my PCP?
Yes! Consumers can invite anyone they wish to be part of the process. It is
up to you to decide whether you want to use an independent facilitator.
