The Michigan Department of Community Health (MDCH) granted NorthCare Network (NorthCare) the contract to serve as the Prepaid Health Plan for all Upper Peninsula Medicaid recipients needing mental health services, substance abuse services, and support services for persons with developmental disabilities. The contract became effective October 1, 2002. The contract is updated and renewed annually.

NorthCare is an affiliation formed in February, 2002 which is comprised of the five Upper Peninsula Community Mental Health Centers (CMHs). Pathways, doing business as NorthCare, has been designated as the lead agency of this affiliation. The Community Mental Health agencies involved in this affiliation include:

Copper Country Community Mental Health Center serves Baraga, Houghton, Keweenaw, and Ontonagon Counties.

Gogebic County Community Mental Health Center serves Gogebic County.

Hiawatha Behavioral Health serves Chippewa, Mackinac and Schoolcraft counties.

Northpointe Behavioral Healthcare Systems serves Dickinson, Iron, and Menominee counties.

Pathways serves Alger, Delta, Luce and Marquette counties.

In order to become a Prepaid Health Plan, As the Prepaid Inpatient Health Plan, NorthCare had to meet an meets  extensive set of qualification requirements including administrative and service considerations. NorthCare ensures a network of providers is in place to meet consumer needs. In completing the bid process for this  designation, NorthCare solicited stakeholder and community input. To gather this input a regional Consumer Advisory Group was formed and is now known as the Member Services Committee. This committee meets on a quarterly basis via video-conferencing with representation from all five affiliates and advocacy groups.
